Allow those citizens to either open carry or carry concealed as allowed by their current status of possessing a CHP. Ones ability to defend oneself against a deadly attack should not depend on a capricious rule that has no basis in logic and reason. The statistics are clear,  gun free areas offer opportunistic criminals the abililty to prey on citizens that do not have the ability to defend themselves to the extent allowed in most other geographic areas. What makes you think that the state forests will be safer  without legally possessed weapons...it hasn't worked in schools or churches!
