In the woods, you are completely responsible for your own safety.  The isolation and peace of a state forest attracts visitors, and only the most irrational think that "someone else" is keeping them safe there, because Forestry Officers will magically appear beside them at the exact moment they are needed.  Intelligent visitors will realize that this isolation is a pretty convincing reason to Be Prepared!
