As you have heard in many comments so far, the imporance for the quality of life and the idea of true inclusion for persons with disabilities is at the heart of the L'Arche model - where people with and without disabilities live together. Those without disabilities provide expert, skilled, compassionate care, but essential to the this way of being is sharing life together.  This is true inclusion - where folks with and without disabilties can be not "staff" and "clients" but housemates and friends. L'Arche has carried out that model in many countries around the world for more than 50 years, and in DC and Virginia for moe than 33 years. Please do not set up requirements that would make that impossible in Virginia.
