Snap Policy - Prorating Income
 

Inorder for DSS to treat all applicants fair, the Snap Policy should be written so the workers evaluate all countable income for anyone that is required to be included in the household.  The policy was probably written in the 1970's and the people living in the United States now is exteremly different from the population of the 1970's.  What might not of been a concern in the 70's is definitly a concern now.  As a worker, it is very hard to explain this policy to a household that is ineligible, but have the same amount of money coming into their household as say their neighbors household, who are eligible.  The policy should have the same guidelines/requirements for everyone, no matter if your a citizen, an alien, a ineligible alien, etc.  It is unfair to prorate some of the populations income and they be determined eligible to receive Snap benefits and not prorate the others income, who then are determined not eligible.
