Chapter 4

Comprehensive Needs Assessment

Please ensure that language does clarify that a Licensed provider is not required to complete a MHCM Assessment. A QMHCM does not meet the requirements to complete a Comprehensive Needs Assessment as they are not licensed.

Per added Definition….“Medication Management” means counseling on the role of prescription medications and their  effects  including  side  effects;  the  importance  of  compliance  and  adherence;  and monitoring the use and effects of medications.  Assistance with medication management is only available to parents and guardians when it is for the direct benefit of the individual and the individual is present.

At this time, it is being proposed that only Licensed/ Licensed eligible providers may assume this duty. Can we change the wording of the definition to include “supportive counseling” as Case managers/ QMHP’s are providing supportive counseling to ensure positive outcomes for clients by supporting the client in remaining medication compliant, educating them on medication and the possible side effects, and also following up with any reasons or concerns which may have caused them to be non-compliant.

Since some  certified prescreeners are not licensed, nor licensed eligible, a Certified Prescreener should be added to the list of those whom can provide Crisis.
