Goals of Regulation |
1. To reduce the number of institutionalized children by preventing their contact with Virginia's juvenile justice system; 2. to involve citizens and professionals in a planning process before new programs are developed; 3. to create in the sponsor locality an environment that will provide for the positive and wholesome development of youth. |
