Purpose of the meeting
PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) that would allow a water withdrawal from the Sandy River Reservoir in Prince Edward County, Virginia. PUBLIC COMMENT PERIOD: January 31, 2024 to March 20, 2024. PUBLIC HEARING: Prince Edward High School Auditorium located at 35 Eagle Drive, Farmville VA 23901 on March 5, 2024 at 7:00 p.m. PURPOSE OF HEARING: To obtain input from the public related to the draft permit for this project for DEQ to consider. INFORMATION BRIEFING: Prince Edward High School Auditorium located at 35 Eagle Drive, Farmville VA 23901 on March 5, 2024 at 6:30 p.m. PERMIT NAME: Virginia Water Protection Permit issued by DEQ pursuant to applicable water laws and regulations. APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Prince Edward County; P.O. Box 382, 111 South Street, Farmville Virginia, 23901; VWPP No. 21-1912. PROJECT DESCRIPTION: Prince Edward County has applied for a new permit for the Sandy River Reservoir Project. The project is located on the northeastern shore of the existing Sandy River Reservoir in Rice, Virginia. The permit will allow the applicant to construct and operate a surface water intake in the Sandy River Reservoir, a water treatment plant, a pump station, and an outfall in the Sandy River. The withdrawals will be used for municipal water supply. The proposed activity would affect 0.41 acres of palustrine open water wetlands and 106 linear feet of stream channel. The activity proposed in the permit will affect the Sandy River Reservoir and the Sandy River in the James watershed. A watershed is the land area drained by a river and its incoming streams. DEQ’s preliminary decision is to issue the permit. ISSUES RAISED BY PUBLIC: The previous public notice was published on September 20, 2023 in the Farmville Herald and September 21, 2023 in the Courier-Record. The previous public comment period was from September 21, 2023 to October 23, 2023. The comments received at that time included a significant interest raised by the neighboring governing parties that warranted additional considerations. HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail, or postal mail. All comments must include the name, address or email address of the person commenting and must be received by DEQ during the comment period. DEQ also accepts written and oral comments at public hearings. To make a statement at this public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. The public may review the draft permit at the DEQ office named below.
