Increasing Security of Families who Move to Virginia

I have significantly more thoughts than 300 words will allow me, so I will try to summarize everything. A crude summary is that I am concerned about the possibility of an individual following their victim to Virginia and being able to legally obtain a concealed permit license. I have read the application for a concealed carry permit, and I believe it lacks coverage for a situation in which a stalker or abusive partner is involved. I suggest that a clause be included to require 2 proofs of mailing address to ensure security. A P.O. box is simple to obtain. Proof of mailing address requires more time, which adds an obstacle to individuals who are easily angered, who are searching for a quick way to obtain lethal forces.
