The Board shall issue an interim onsite soil evaluator license to any individual who possessed a valid AOSE certification issued by VDH upon the effective date of this chapter....

All AOSE certifications expire on June 30, 2009. If the effective date of this chapter is July 1, 2009 there are no AOSE's, private or VHD employees who possess a valid certification on the effective date. According to the AOSE Regulations a renewal of an AOSE certification shall be good for 2 year but for some reason VDH only renewed some certifications for 1 year. I don't have any suggestions except to extend all current AOSE certifications to expire on the effective date of this chapter.
