Promoting energy eficiency in the residential and commercial sector through incentives and information disemination must be a first priority.

Roof top solar technology is now cost effective.  For those who don't have roof tops(or sunny roofs), community solar must be made easily available. 

The enrgy plan must also include offshore wind projects that are of utility scale.  The technology is employed in Scandinavia for many years and Stetes in the Northeast US are also deploying it, so it is time for Virginia to move on, utilizing this resource which has the largest potential for renewable energy according to the 2014 plan.
