I see no reason to restrict my constitutional rights on State Forest land. Why should I be less safe and secure in a State Forest than I am in downtown Richmond? Also, as I am in the environmental survey business, passage would eliminate the possibility of prosecution due to navigational errors while I am in the field on private property abutting SF land.
