IV placement by trained veterinary assistants
 

There are not enough licensed techs in veterinary practices.

It would be nice if there were enough techs so that only they could place IV catheter, but there are not. This means proceedures are performed without an IV catheter in place. This is a far greater risk to animal health than having non licensed personal place catheters. Please adjust the regulations so that they reflect reality instead of some perfect world that does not exist.
