I support the proposed change to allow properly trained non-licensed veterinary assistants to insert IV catheters under proper supervision. It is my understanding there simply are not enough licensed technicians to serve the needs of the Commonwealth. It is also my understanding that there have never been enough licensed technicians to comply with the current regulation since it was enacted. What is the use of a rule that cannot be followed?
Regulations have financial consequences. As the cost of care increases, it stands to reason that more animals will not get the attention they need. Humans are known to avoid medical care for themselves in order to avoid the cost. Do you actually think many don't do the same with their pets?
Finally, veterinarians are ultimately responsible for the care of their patients. It will continue to be up to them to assess the abilities of all their employees, including both non-licensed assistants and licensed technicians.
