Support until LVTs are more available

I support having LVTs in every practice and limiting procedures with risk to those properly trained. The placement of peripheral IV catheters carries low risk, and can safely be performed by a properly trained assistant. In rural SW Virginia, there are not enough LVTs available, especially on emergency/overnight shifts. Allowing an assistant to place catheters frees a doctor up to see more emergency patients in a timely manner.
