Not all Vet assistants are created egual and if someone has years of experince and is supervized by a LVT and or Dr whether in tech school or not should be aloud to place an IV catheter in the event of an emergancy and or the other LVT's are tide up. Some vet assistant should not be aloud but again that as to do with there skill level and experience as well up to the superizing doctor and or LVT
