I believe that in this field experience is very important, as is school and education in the field, that being said I think experience assistants should be allowed to place catheters, having only licensed techs and doctors being able to do them, patient care will suffer if they are not available right away, in an an emergent situation that catheter placement by an experienced assistant could be life saving.
