If others choose not to carry a handgun, that's their decision. 

If they are afraid of someone carrying a handgun openly, that's their internal psycological problem. 

If someone carries a concealed handgun--legally or illegally--the fear-mongers will feel safer but not be safer from that person.  Ask the authorities at Virginia Tech about the value of "feeling safer" through their handgun bans. 

But as a law-abiding citizen I have a God-given right to self- defense.  But I also believe I must obey the law.  Therefore, I expect that the DOF would appropriately abdicate its legal authority to a higher one.
