Substantial statistical data supports the idea that if the general citizenship might be armed that criminals are deterred.  The proposal if adapted will make all people using the state forest safer.  I can not provide the data in a 3000 word space.  I am sure that VCDL can provide the data if permitted.  It is in the state's interest to provide safety and security to the citizens and therefore this proposal should be adapted.
