State regulation a good thing with the best intentions, but currently poorly executed

While I agree with state oversight in the regulation of combat sports for the consistent safety of all athletes and for the fairness and competitiveness of events and am all for some state regulation, a closer reading of these particular regulations and how they were written leaves much to be desired.  Clearly, the State needed some regulatory oversight with regard to amateur combat sports--however, the regulations should be geared toward a requirement for sanctioning bodies to use a minimum set of safety regulations (for instance, with regard to ringside physician, EMTs, bloodwork, etc.).  Many sanctioning bodies already uphold such regulations and have done so for many years both in Virginia and in other states.  The requirements should not, however, be so narrowly construed from the business angle as to exclude legitimate sanctioning bodies in favor of a monopoly of one particular organization.
