I am opposed to this despite the good intentions. There are simply too many questions, such as how sanctioning bodies will license fighters and trainers, what their responsibilities to promoters will be, what liability promoters and sanctioning bodies will have in the event of injury to fighters, and more.

As a result I think this is a poorly written bill that lays down rules that would in some cases be easy to abuse.

If you want to do this the sanctioning body responsibilities in licensing must be laid out in no uncertain terms, and not left up to interpretation.
