The majority should not be punished for the bad actions of a few. It would be a waste of resources and time for the BOD to implement this regulation. I could see this being a requirement for those in violation of our regulations or those on probation , but not for the rest of us who are in compliance. Just look at  the comments so far to understand what a terrible idea this regulation is.
