Test is not necessary.  One more layer of govt regulation which I'm sure will have a fee to cover the administrative costs.  It would be more cost effective to just mail a reminder to all licensed dentists every three years.  Also it would be very helpful for notices sent to dentists with board actions regarding lack of compliance with the laws and regulations governing  the practice of dentistry, which would be regular reminders of violations if this is really a problem and not something the board staff have just suggested. over this text and enter your comments here.
