As a result of a year long attendance at many meetings of state officials, civic organizations and the general public I feel that we should enact legislation to ban this practice in state institutiions and local jails. It is a health hazard for mother and child, records prove that it has not been a flight risk for inmates. Let's get Virginia  on record for humane treatment of inmates and join the other states which have already banned this practice.
