The Virginia Composting Council (a State affiliate of the U.S. Composting Council) requests that the regulations at 18 VAC 155-20, et. seq. be amended to require that any individual operating a facility that is defined by the Department of Environmental Quality as a composting facility receiving source-separated organic solid waste hold a Class V license; that said Class V license be established; that training offered by the U.S. Composting Council (USCC), state affiliates of the USCC, the Solid Waste Association of North America (SWANA) and similar training offered by private instructors be recognized and approved as prequalification for licensure; and that licensure examination questions be prepared and licensure tests be administered in the same way as other Classes of licensure for Waste Management Facility Operators.
