I fully support the proposed regulations to discontinue the barbaric practice of shackling women prisoner's during labor and delivery. The vast majority of women prisoners are in jail for non-violent offenses, and hardly likely to create a security risk at any time, but especially during labor and delivery. The practice is dangerous for both the woman giving birth, and for her child. I understand and agree that the regulations should provide for shackling in extreme and unusual cases, but would expect the practice to be extremely rare.
