It is past due time for this policy to be changed.  It is extremely unfair to citizens and applicants with legal status that get denied because of income yet a family where the parents are illegal can make more than the income limit yet the children can still receive benefits because of proration - how is this fair when the parents income is available to the entire household unit just like any other  case?
