I think that we should count the income in full for ineligible immigrants as this will streamline with other benefit program policies.  When we determine eligiblity for ineligible immigrants and they are eligible to receive benefits and then you have the same size household with the same income as the ineligible and they are not eligible as we are counting there income in full.  This doesn't seem fair to the eligible immigrants and US citizens.  This is also very hard to explain when you have an ineligible alien receiving benefits and then they become eligible and nothing else has changed and now they are over the income limits.
