This proposal goes well beyond any policy in the Virginia code. There is no mistaking the intent of the code: in VA only married couples (one mother and one father, as decided by Virginia's Marriage Amendent to the Constritution) or single individuals can adopt a child. The current proposal, which includes prohibition of discrimination based on sexual orientation, stands in direct opposition to the requirements of the code. It appears that the State Board and Department of Social Services has decided to re-write the law to suit their own agenda. Perhaps it's time for the Governor to make some critical changes in leadership.
