Description: This revised regulation establishes the policy and procedures to be followed by the Commonwealth Transportation Board in considering additions to the primary system. It includes criteria addressing traffic volumes, traffic distribution, trip characteristics, the importance of the road as a link between interstate or intrastate highway, and scenic factors.
