Purpose of the meeting A public hearing to receive comments on three draft Virginia Pollutant Discharge Elimination System (VPDES) permits for concentrated animal feeding operations (CAFOs) that will allow the release of storm water into water bodies in Withams, Atlantic and New Church, Virginia in Accomack County. 1 ) FPNA Farms, Inc. has applied for a new permit for an existing confined animal feeding operation consisting of 6 broiler houses with a combined capacity of 170,000 birds per flock (5.5 flocks per yr.). The applicant proposes to release storm water at an estimated rainfall dependent flow of 0.0142 million gallons per day into an unnamed tributary of Bullbegger Creek in the Chesapeake Bay watershed. A watershed is the land area drained by a river and its incoming streams; 2) Brady Farm has applied for a new permit for an existing confined animal feeding operation consisting of 3 broiler houses with a combined capacity of 63,000 birds per flock (5.5 flocks per yr.). The applicant proposes to release storm water at an estimated rainfall dependent flow of 0.005 million gallons per day into an unnamed tributary of Assawoman Creek. in the Chesapeake Bay watershed; 3) Horsey Poultry Farm LLC has applied for a new permit for an existing confined animal feeding operation consisting of 6 broiler houses with a combined capacity of 198,000 birds per flock (6 flocks per yr.). The applicant proposes to release storm water at an estimated rainfall dependent flow of 0.0213 million gallons per day into an unnamed tributary of Pitts Cr. in the Chesapeake Bay watershed. In addition to storm water and best management practice (BMP) areas, the permits require monitoring of waste storage structures and treated poultry waste. Visual inspections of the BMPs will be required in conjunction with storm water discharge sample examination events. All generated litter at each of the 3 farms is exported off site. The public comment period begins on December 20, 2017 and ends on February 14, 2018. | |
