| Purpose of the meeting The Department of Environmental Quality will convene a public hearing on a draft permit for the Nottoway County Sanitary Landfill located north of Blackstone in Nottoway County. The County of Nottoway has applied for a modification to its solid waste permit to allow changes to the liner design for Cells 5-6 to an alternate liner design, which uses a geocomposite layer beneath the geomembrane in place of the compacted clay layer; revises the cap design to a pre-approved alternate cap design; and revises the side slopes to 3:1 for the unclosed cells and amends the closure schedule accordingly. The commend period ends on April 3, 2014. DEQ accepts comments by e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. DEQ also accepts written and oral comments at public hearings. The public may review the draft permit and application at the DEQ Blue Ridge Regional office in Lynchburg. A copy of the permit document is also available at the Nottoway County Administration office, 344 W. Courthouse Road, Nottoway, Virginia 23955.
