Purpose of the meeting
PURPOSE OF PUBLIC MEETING: For DEQ to provide general Program and Agency information and discuss issues specific to the subject permit. PUBLIC COMMENT PERIOD: October 20, 2009 through November 18, 2009. PROPOSED PERMIT NAME: VPA Permit issued by DEQ, under the authority of the State Water Control Board. PROJECT DESCRIPTION: Synagro Central LLC and Recyc Systems Inc. have applied for the issuance of permits for the land application of biosolids at standard agronomic rates to agricultural fields in Culpeper County, Virginia. Synagro is applying for a permit to authorize the land application of biosolids to 127 fields, totaling 2654.0 acres of agricultural land. Recyc Systems Inc. is applying for a permit to authorize land application of biosolids to 689 fields, totaling 18,250.8 acres of agricultural land. HOW TO COMMENT: DEQ accepts written comments by e-mail, fax or postal mail. All comments must be in writing and be received by DEQ during the comment period. Written comments must include: 1) The names, mailing addresses and telephone numbers of the person commenting and of all people represented by the citizen; and 2) A brief, informal statement on how the proposal affects the person commenting. DEQ will also accept written and oral comments at the public meeting. PURPOSE OF PUBLIC MEETING: For DEQ to discuss technical issues related to the permit application and to receive public input on the permit application for the agency to consider. PUBLIC COMMENT PERIOD: October 29, 2009 through November 30, 2009. PROPOSED PERMIT NAME: Virginia Pollution Abatement Permit issued by DEQ, under the authority of the State Water Control Board
