Purpose of the meeting A public hearing to receive comments on a draft permit for the Prince William County Sanitary Landfill located in Manassas, Virginia. Prince William County, Department of Public Works, Solid Waste Division has applied for a modification to its permit allowing the lateral expansion of the waste footprint and lowering of base grades for Phases II and III of the Prince William County Sanitary Landfill. This permit amendment would incorporate a revised Operations Manual, Emergency Plan, Design Report, Landfill Gas Management Plan, Technical Specifications, Construction Quality Assurance Plan, Corrective Action Plan, and Corrective Action Monitoring Plan into Permit No. 29 which outline the following additional permit modifications: incorporation of an alternate bottom liner for use in Phases II and III and an alternate final cover for the lined areas of Phases I, II, and III; modified final grades for Phase I from 4:1 slopes on the north side to 3:1 slopes without changing the peak elevation; revisions to the horizontal limits of the piggyback area along the west side of the closed landfill; updates to the landfill gas perimeter compliance network; revisions to the design of the leachate collection and recirculation system; incorporation of the use of CDD residue alone or mixed with auto shredder silt as alternate daily cover material; extension of corrective action in the vicinities of groundwater monitoring wells SMW-8S and SMW-35; and incorporation of the Part A Approval issued July 16, 2009. The comment period begins on August 28, 2009 and ends on October 15, 2009.
