| Purpose of the meeting PURPOSE OF PUBLIC MEETING: For DEQ to discuss technical issues related to the permit application submitted by Nutri-Blend, Inc. of Richmond, VA to apply treated biosolids in Charlotte County, VA. “Biosolids” is a term that refers to solid, semisolid, or liquid materials removed from municipal sewage and treated to be suitable for recycling as fertilizer. PUBLIC COMMENT PERIOD: June 16, 2009 through July 17, 2009 PROPOSED PERMIT NAME: Virginia Pollution Abatement Permit for Nutri-Blend, Inc. of Richmond, VA issued by DEQ, under the authority of the State Water Control Board. PROJECT DESCRIPTION: Nutri-Blend, Inc. has applied for a permit to authorize the land application of biosolids to 222 fields in Charlotte County, VA totaling approximately 4,412.3 acres of farmland. Four fields are owned by Garnette Allen, six fields are owned by Carl Bradley, 13 fields are owned by Henry Carwile, 13 fields are owned by Kenneth Colley, three fields are owned by Gary Dalton, 34 fields are owned by William B. Devin, five fields are owned by Glover Gilliam, six fields are owned by Ernest Harris, 12 fields are owned by Herbert Milton, 35 fields are owned by Gene Dixon (Blue Rock Resources), 10 fields are owned by N. Eddie Langford, eight fields are owned by R. Cecil Langford, nine fields are owned by Ralph A. Mills, five fields are owned by Marvin Nelson, 27 fields are owned by Robert Tate, four fields are owned by Steven Toombs, eight fields are owned by Delbert Blue, three fields are owned by David Toombs, one field is owned by George Toombs, one field is owned by Russell Toombs, one field is owned by Marian Lenhart, and 14 fields are owned by Richard Vaughan. The biosolids will be land applied as a fertilizer at a controlled rate in accordance with a nutrient management plan that will be developed for each site. The applicant proposes to utilize biosolids on farmland without a discharge to surface waters. HOW TO COMMENT: DEQ accepts written comments by e-mail, fax or postal mail. All comments must be in writing and be received by DEQ during the comment period of June 16, 2009 through July 17, 2009. Written comments must include: 1) The names, mailing addresses and telephone numbers of the person commenting and of all people represented by the citizen; and 2) A brief, informal statement on how the proposal affects the person commenting. DEQ will also accept written and oral comments at the public meeting. The public may review the permit application at the public meeting and at the DEQ office named below. | |
