Summary	The Virginia Waste Management Act requires all solid waste management facilities (SWMFs) to obtain a permit from the Department. This permit manual describes the procedures for processing solid waste management facility permits to ensure the requirements of the Virginia Waste Management Act and of the Virginia Solid Waste Management Regulations are being met.
