Summary	This guidance sets out the specific criteria used by the Department of Environmental Quality (“Department”) to calculate appropriate civil charges and civil penalties in administrative actions for the Air Program, the Waste Program, and the Water Quality and Water Resources Management Programs. This guidance does not address civil penalty calculations in judicial proceedings, nor does it address fines in criminal prosecutions. Mobile source charges and penalties are discussed in separate guidance.
