I have seen NO reason given why forests should be MORE restrictive than the rest of the state.

While in a forest or other wilderness area, citizens are much farther away from any help, or even the ability to call for help, than they are almost anywhere else they travel in the state.  To me, this means that forests and similar wilderness areas are one of the most important places to allow citizens to be prepared to defend themselves should it become necessary.
