Surely the State of Virginia is NOT going to limit the people's right to protect themselves in the State Forests?  Please do NOT allow only criminals to carry handguns in the State Forests!  As Legislators, you should KNOW that criminals carry guns to be predators anytime they wish.  They NEVER work within the law.  The very least you as legislators can do is allow citizens inside the State Forests to protect their ownselves by carrying handguns.
