The lack of affordable housing in Northern Virginia makes it very challenging to staff our hospital with licensed technicians. Therefore, many technical procedures must be performed by our veterinarians. Permitting trained, unlicensed staff to place IV catheters would relieve some of the burden on our doctors and improve our ability to deliver efficient care. I am therefore in favor of amending the regulation to permit trained, unlicensed employees to place IV catheters.
