Armed honest citizens are not who the park rangers have to fear, it is thugs who carry weapons.

A law abiding man will not shoot a law abiding man...just someone who is trying to do bodily harm to themselves or others.  If the thugs KNOW there is the possibility that you are armed for the most part they will pass you by for the liberal man who is not.
