All licensed and certified health professionals are required to have a level of skill assessment competancy, in addition to training, understanding of indications and how to treat if complications when needles are penetrated through the skin.  Patient safety requires a level of hours of training and direct performance parameters.  This will need to be returned to the regulations as it seems to have been removed in the draft.  Further enhancement of this training and skill may also be needed.
