This petition for rule change should be acted on in the affirmative.  There is no reason that a behavior which is legal in public in the Commonwealth should suddenly become a crime when stepping over the property line into a State Forest.  A free people have the right to defend themselves, and that does not stop when entering a State Forest in VA; let's face it, the State Police, Fish and Game Police, Forest Rangers, and other officers are few and far between in the Forests, and cell phone coverage is spotty at best.  There is no one to protect the individual citizen from crime except himself; and there is increasing crime in the Forests due to meth labs, marijuana planting, and other reasons.  The right to self-defense should not be limited only to those who carry a badge or a CHP.
