This legislation will ensure that those who would prey on another unarmed defenseless group of people would have to think twice before doing so.  CHP holders are statistically one of the most law abiding groups of people there are.  Enacting this will do nothing to change that.

The Constitution states that the right to keep and bear arms should not be infringed.  The way I look at it an outright ban ON PUBLIC LAND that allows neither is not only a bad idea it's also un-Constitutional.
