Goals of Regulation To set standards for service provision to children in foster care that:
1)serve the best interests of children;
2)ensure children have the right to a safe and stable home;
3)support families in improving their capacity to nurture, carry out, and resume their responsibilities to their children; and
4)ensure eligible youth receive independent living services.
