Description §29.1-531 States "Unless otherwise provided by a regulation of the Board, it is unlawful for any persons to take or attempt to take any fish...except by fishing with hook and line or rod and reel, held in hand." This regulation allows for certain species, in certain locations, to be collected by means other than "hook and line or rod and reel, held in hand". Specifically, this regulation clarifies which fish species can be taken by gigs, snares, snag (grab) hooks, trotlines, juglines, set poles, bow and arrow, and dulling, and where and when such devices can be used. The use of gigs, snares, snag (grab) hooks, trotlines, juglines, set poles, bow and arrow, and dulling are traditional methods of taking certain nongame fish in certain parts of Virginia. These forms of fishing have been handed down from generation to generation and are not practiced by large numbers of sportsmen. This regulation is designed to perform the important governmental function of providing fishing opportunity while maintaining fish population levels. Code prohibits the use of any fishing methods other than "hook and line or rod and reel, held in hand" unless permitted by the Board. This regulation is the authority to allow individuals to fish using gigs, snares, snag hooks, trotlines, juglines, set poles, bow and arrow, and dulling.
