The legislation in Virginia governing the management and operations of private prison facilities should be amended. The laws are beneficial to inmates and allow them to have access to better-funded facilities that may serve them better. However, the regulations should be amended to further encourage the privatization of the prison system. Doing so will allow for more effective rehabilitation for convicted criminals. It would also be beneficial to include within the regulation how such facilities will measure the "success" of their institution.
6VAC15-45-220 should be modified so that financial disclosures are required to be published and publicly accessible for transparency, in addition to being provided to the department of corrections.
