Guidance Document Change: The Model Policies for the Treatment of Transgender Students in Virginia’s Public Schools guidance document was developed in response to House Bill 145 and Senate Bill 161, enacted by the 2020 Virginia General Assembly, which directed the Virginia Department of Education to develop and make available to each school board model policies concerning the treatment of transgender students in public elementary and secondary schools. These guidelines address common issues regarding transgender students in accordance with evidence-based best practices and include information, guidance, procedures, and standards relating to: compliance with applicable nondiscrimination laws; maintenance of a safe and supportive learning environment free from discrimination and harassment for all students; prevention of and response to bullying and harassment; maintenance of student records; identification of students; protection of student privacy and the confidentiality of sensitive information; enforcement of sex-based dress codes; and student participation in sex-specific school activities, events, and use of school facilities.

Do not deny our shared humanity by adopting this guidance
 

Part of what it means to be human is to be male or female. This new and misguided guidance, from the definitions and terms it adopts to its insistence on demolishing safe spaces for girls’ athletic competition, denies this and other key features of our humanity. In so doing, the guidance will end up creating misunderstanding, loneliness, and sorrow for students, families, and our Virginia communities.

When we deny the very nature of who and what we are, when we institutionalize that denial as this woebegone guidance seeks to do, we teach our children to live not in accord with reality but in bondage to a fragile fantasy that will break them one day.

Oppose this guidance. It will hurt so many, just as the denial of humanity always does.

This counsel is said in love and friendship for all, especially for those dealing with the confusion wrought by this sort of guidance and gender dysphoria more generally. There are real problems to be settled in this regard. This guidance does not address them, but rather compounds them.
