Guidance Document Change: The Model Policies for the Treatment of Transgender Students in Virginia’s Public Schools guidance document was developed in response to House Bill 145 and Senate Bill 161, enacted by the 2020 Virginia General Assembly, which directed the Virginia Department of Education to develop and make available to each school board model policies concerning the treatment of transgender students in public elementary and secondary schools. These guidelines address common issues regarding transgender students in accordance with evidence-based best practices and include information, guidance, procedures, and standards relating to: compliance with applicable nondiscrimination laws; maintenance of a safe and supportive learning environment free from discrimination and harassment for all students; prevention of and response to bullying and harassment; maintenance of student records; identification of students; protection of student privacy and the confidentiality of sensitive information; enforcement of sex-based dress codes; and student participation in sex-specific school activities, events, and use of school facilities.

I am completely appalled at the lack of intelligence involved in the writing of this bill and the consideration and rights of the other 99% of society. My husband and I are products of the public school system from two different counties in separate parts of Virginia. I could have never imagined such nonsense would even be considered, much less be made law. Since when do the rights of my children, under 18 years old, trump my responsibilities and rights as their parent? My kids need a permission form to walk to a play across the street from their school, but you want to be able to talk to them and encourage them in their quest to define their own sexuality that affects their entire life without my knowledge or permission. It is MY job to teach MY children right and wrong, sex-ed and the like, and what God's standard for living is, NOT THE SCHOOL SYSTEM. The school system's job is to teach my kids how to read, write, do math, learn history as it is written (not-rewrite it to your comfort-level) explore arts, and provide an opportunity to express their interests in music, art, sports, agriculture, etc. Morality is taught at home. Sexuality is taught at home. It is not developmentally appropriate to teach elementary children these very complex subjects. My son changes his favorite color from one day to the next, but society wants me to believe that he is capable of deciding his sexuality at 8 years old???!!! I don't think so. Why don't you include the statistics of the increased suicide rate among transgenders when they regret changing their entire lives and appearance around? And where do they go for help to reverse-transition?? Nowhere because that is now forbidden and considered abuse! How backward could you be? Women have worked for years to have their own sports and now society says that it's okay for a man to participate and take top awards; the men are physically, biologically different in ways that allow them to outcompete with women. Is that fair? What is not fair is allowing this nonsense to perpetuated as normal and the discussion to be encouraged starting at the elementary level, AND to refuse to include their own parents on such a life-altering topic. As a former educator, you have set a stressed system up for failure. Shame on you!
