Law abiding citizens have a right to carry. Even those who want "common sense" rules should understand that concealed carriers are law abiding and the safest citizens in the Commonwealth. In the spring of 2016, the governor himself said this when he justified the compromise made to enact the law restricting mentally ill and domestic abusers from possessing weapons. Why, when speaking about reciprocity for concealed permits, he even said there are no known cases of out-of-state permittees causing any problems in VA!!
