No to increased use of emergency diesel generators in the event an outage is foreseeable.
 

Diesel generators should only be used in the event an outage an outage is considered not foreseeable. All diesel generators should have strong pollution protection equipment such as catalytic converters or better systems.  The cost should be absorbed by the stakeholders reasonably identified as causing the outage. The exception would be an act of God. However, whatever the DEQ decides regarding foreseeable or not foreseeable, anytime diesel generators are used there should be in conjunction with the best pollution reduction or elimination equipment. The Virginia DEQ must protect and enhance the environment fo Virginia.
